Questions
How does it hit an exact size? By searching for the quality setting that lands just under your limit, halving the range each time rather than stepping down blindly. That finds a better result in fewer attempts, and each attempt on a large photo is slow enough to notice.
What if it cannot reach my limit? It says so, and gives you the smallest sensible result rather than pretending. Reducing the longest side is usually the fix — a 4000-pixel photo cannot become 20 KB while staying 4000 pixels wide.
Why JPEG? It compresses photographs far better than PNG at the sizes forms ask for. PNG is the right choice for screenshots and graphics, which the converter can do.
