Questions

Why is a rise then an equal fall not back where you started? Because each is measured against a different base. A 50% rise from 100 gives 150; a 50% fall from 150 gives 75, not 100. Percentage changes do not cancel.

What is the difference between percent and percentage points? A rate moving from 5% to 6% is a rise of one percentage point, but a 20% increase. Reports often blur the two, usually in whichever direction sounds better.
