Why this one costs money
Recovering table structure from a page layout needs a commercial conversion engine, which bills per document.
Every tool on this site that runs in your browser is free, because it costs nothing to provide however much you use it. A subscription only makes sense for work that carries a real bill per document. That is the whole rule.

Why this is not free
PDFs do not contain tables. They contain text positioned at coordinates, and the table you can see is an arrangement your eye infers. Recovering it means deciding which pieces of text share a row, where each column begins, which lines are headers, and what to do with a cell that wraps or a table that spans pages.
Engines that do this reliably charge per document, so the feature has a real cost per file. That is the line: work with a marginal cost belongs to a paid plan, and work that runs free in your browser does not.
