Why the line falls there
A tool that runs in your browser costs us nothing, however much you use it — so charging for it would mean adding accounts, quotas and payments to gate something that is free to provide. A tool that calls a commercial conversion engine is billed per document, so it has to be paid for. That is the whole rule, and it is why the free tier here has no daily caps, no watermarks and no file-size limits.
