Why the line falls there

These conversions cost us nothing to provide, however much you use them — so charging would mean adding accounts, quotas and payments to gate something that is already free to run. A tool that calls a commercial conversion engine is billed per document, so it has to be paid for. That is the whole rule, and it is why the free tier here has no daily caps, no watermarks and no file-size limits.
